(1) The Government of Nepal may make rules to implement the objectives of this Act.
(2) Without having any adverse effect on the generality of the rights given by sub-section (1), the following may be specifically provided for in those rules:-
(a) Kinds of postal articles insurable under this Act,
(b) Value limit of insurable goods,
(c) the manner of payment of insurance premiums, and
(d) Format type, size, weight of the envelope containing the postal item to be insured, method of affixing postage stamp, method of sealing, sender's name, address and name of addressee, method of writing address.
(3) The place, time and manner of insuring the postal items at the post office and delivering them after insurance shall be as prescribed by the Director of Posts from time to time by publishing a notice in the Nepal Gazette.
